Launch Event – the Extreme Heat Risk Governance Framework and Toolkit

Global launch – Extreme Heat Risk Governance Framework & Toolkit, developed in response to appeals of nations / stakeholders for support in tackling extreme heat, and UNSG’s Call to Action.
Objectives:
- Commitments to integrated, multi-sectoral, multi-temporal action to prevent, mitigate and manage escalating extreme heat risks.
- Launch Framework and Toolkit.
- Showcase Luxembourg’s climate governance / resilience leadership; announce support to CREWS and advancing global, regional and national extreme heat action.
- Announce CREWS, UK (+MDBs) support for piloting / testing the Framework and Toolkit.
- Secure additional funding for scale-up / iterative learning.
Expected Outcomes:
- Global Launch – Framework & Toolkit: practical resource for governments and partners to govern extreme heat risk.
- Pilot Testing Commitment: CREWS and UK announce pilot implementation in target countries, and call for wider donor, MDB and partner engagement.
- Luxembourg Leadership Signal: Luxembourg announces new contributions to CREWS and commitment to supporting extreme heat governance.
- Partnership Mobilisation: Governments, financial institutions, investors, research actors, private sector, civil society to champion integrated heat governance and risk reduction.
- Framing Extreme Heat – a Governance Challenge: Anchoring heat in systemic climate governance, energy transition, climate and health, and resilience-building debates at COP30.
