Cabo Verde’s Climate Compass: Navigating Adaptation Across Institutions, Knowledge, and Communities

Cabo Verde is setting a strong example in the global fight against climate change. As a small island developing state (SIDS) with limited resources and contributing only 0.002% to global emissions, the country has nonetheless committed to ambitious climate goals through its Nationally Determined Contribution (NDC).

Achieving these goals—both mitigation and adaptation—requires strong coordination and planning. To support this, Cabo Verde is implementing a National Adaptation Plan built around ten strategic actions across three pillars: (1) institutional framework, (2) knowledge, technology and financing, and (3) resilience of the most vulnerable.

This event will showcase concrete examples from entities implementing these pillars:

Pillar 1: Establishing institutional arrangements and mainstreaming climate action into planning and budgeting.

Pillar 2: Rolling out a climate education and research plan.

Pillar 3: Developing planning tools and adaptation solutions in pilot municipalities.

These efforts are integrated with gender planning instruments, initiated through a study on gender and climate change.

The event aims to demonstrate how adaptation planning can strengthen climate resilience, especially for vulnerable communities.

It is part of the Climate Action Programme and complements “Counting What Matters: Cabo Verde’s Climate Budgeting for Resilient SIDS Futures,” supported by the Luxembourgish Cooperation.
