The side event “Resilience Begins with HER: Investing in the GBV–Climate Nexus” aligns with the Luxembourg Pavilion’s commitment to equity, climate justice, and transformative partnerships. It highlights how climate events, such as droughts, floods, and displacement, increase exposure to gender-based violence (GBV) through heightened risks of migration, conflict, transactional sex, and domestic strain, while simultaneously disrupting access to essential protection and response services.

These human rights harms constitute significant non-economic losses with long-term economic spillovers. Despite growing evidence, GBV still remains largely absent from climate policy, finance, adaptation as well as loss and damage frameworks.

Objectives of the event include introducing the GBV–climate nexus; sharing field and research evidence from UNFPA and partners; exploring investment pathways and safeguards; and catalysing commitments to integrate GBV prevention and response across climate programmes within and beyond UNFPA. Expected outcomes include pilot commitments (e.g., seed funding, RFPs for nexus projects), joint UN–donor initiatives, and a post-event funding opportunity mapping. Media outputs will amplify key messages. Innovative aspects include promoting gender-tagged climate finance relating to the GBV key area, participatory design, and research–practitioner feedback loops, positioning Luxembourg as a global nexus leader at COP30.
