Counting What Matters: Cabo Verde’s Climate Budgeting for Resilient SIDS Futures
Cabo Verde is leading by example in the global effort to combat climate change, despite being a SIDS with limited resources. While contributing only 0.002% to global greenhouse gas emissions, it has committed to ambitious climate goals as part of its NDC.
However, achieving these goals depends heavily on the availability of national and international climate finance.
Recognizing this, Cabo Verde has developed a Climate Budgeting Tagging System – CBT, to be aware of budget used to boost resilience or reduce greenhouse gas emissions.
The application of such exercise to the State Budget of 2026 in costs associated with the sectors ran by the Ministries of Energy, Agriculture and Environment, Health, Education, internal Administration and Transport accounted to 10% of the total expenses, on mitigation (52% of such value), adaptation (35%) and both (13%).
The next phase of the CBT exercise which is about to start will include expanding the exercise to all public sectors of activity and also to the income side, along with looking at the municipal budgets.
The objective of the event will therefore demonstrate how Cabo Verde is using an holistic approach coupled to a set of integrated transparency tools to boost climate action at all levels.
