Turning Risk into Return: Climate Finance through Capital Markets

This session dives into the high-stakes intersection of finance and climate, challenging the status quo to discuss capital markets, green bonds, blue bonds and other instruments to raise capital needed for closing the climate finance gap. We’ll explore whether capital markets are truly mobilizing for climate resilience—or merely greenwashing their way to profit. Through real-world examples, emerging instruments, and candid debate, we’ll ask the hard questions: Is capitalism compatible with climate justice? Can markets be re-engineered to serve planetary survival?

Focus would be to highlight Luxembourg’s pioneering work in the Climate Finance space including focusing on the three Ministries (Environment, Foreign Affairs and Finance) support to the Global Trust Fund Program which so far successfully mobilized USD 2.2 billion in emerging markets creating a positive impact at the ground level. The discussions would see participation from Ministries of the beneficiary countries who received GTF’s support in tapping into the climate markets. The discussion would open with high-level remarks form the Minister/DG Environment calling other countries to partner with Luxembourg/GTF in tackling the climate finance gap.
