DESCRIPTION:Biodiversity loss is a systemic crisis requiring strong political action and innovative financial solutions capable of mobilising private capital for tangible nature-positive outcomes. The Luxembourg Task Force on Finance for Biodiversity is a hub of expertise fostering knowledge-sharing and the development of innovative and socially responsible biodiversity finance solutions. It is an attempt to bring together project developers and impact finance specialists who often have common goals but who don’t necessarily speak the same language. \nThis session\, led by the members of the Task Force\, will showcase concrete examples illustrating biodiversity restoration benefits on local communities with human rights at the centre. The session will feature an interactive panel with Task Force members presenting real-world case studies and insights to illustrate opportunities and challenges in mobilizing private finance for biodiversity\, followed by an open discussion with participants to identify pathways for collaboration and increased investments. \nThe session will: \n\nhighlight innovative financial models supporting biodiversity conservation and restoration\, delivering on multiple Rio conventions’ targets.\nshowcase the “living labs” by Task Force members and discuss the conditions needed to scale up these models.\nshowcase instruments such as biodiversity credits\, payments for ecosystem services\, carbon markets\, conservation trust funds\, and impact & blended finance.

DESCRIPTION:“Talanoa” means to talk and converse\, a traditional method of solving differences in an inclusive\, respectful way in the Pacific. \nInspired by the 2017 Talanoa Dialogue\, this session brings together youth activists and advocates\, sat at the same table as government\, civil society\, NGO\, business\, academic and religious leaders. \nThrough storytelling and deep listening\, participants will connect the experiences of youth engaging in today’s decision-making with the struggles of their ancestors\, the perspectives of their peers across sectors and governments\, and a vision of a world in which youth participation is celebrated and recognised. \nThe session will serve as an intercultural and intergenerational human touchpoint to collectively reflect on the journey of youth leadership so far\, to identify the path we hope to take. \nStructured as World Café\, participants will sit at roundtables of mixed backgrounds to reduce hierarchy and encourage open exchange. The dialogue will begin with an opening inviting the guest speakers and audience to take place in rotating table group discussions focusing three key questions: « Where are we now in relation to youth leadership? Where do we want to go? How do we get there? » guided by a young facilitator.

SUMMARY:Turning Risk into Return: Climate Finance through Capital Markets
DESCRIPTION:This session dives into the high-stakes intersection of finance and climate\, challenging the status quo to discuss capital markets\, green bonds\, blue bonds and other instruments to raise capital needed for closing the climate finance gap. We’ll explore whether capital markets are truly mobilizing for climate resilience—or merely greenwashing their way to profit. Through real-world examples\, emerging instruments\, and candid debate\, we’ll ask the hard questions: Is capitalism compatible with climate justice? Can markets be re-engineered to serve planetary survival? \nFocus would be to highlight Luxembourg’s pioneering work in the Climate Finance space including focusing on the three Ministries (Environment\, Foreign Affairs and Finance) support to the Global Trust Fund Program which so far successfully mobilized USD 2.2 billion in emerging markets creating a positive impact at the ground level. The discussions would see participation from Ministries of the beneficiary countries who received GTF’s support in tapping into the climate markets. The discussion would open with high-level remarks form the Minister/DG Environment calling other countries to partner with Luxembourg/GTF in tackling the climate finance gap.

SUMMARY:Disaster risk finance in action: saving lives\, protecting livelihoods\, and empowering governments
DESCRIPTION:The objective of this event is to demonstrate the impact of disaster risk finance solutions financed by the Global Shield Financing Facility (GSFF). Some of these solutions were initiated under the prior program (the Global Risk Financing Facility)\, and cumulatively the programs have mobilized US$4bn in prearranged funds for natural disasters and crises\, and protection has been provided to over 4mn people. Of note is the focus of the program on addressing financial liquidity constraints that governments experience\, scaling adaptive social protection to protect lives and livelihoods\, and a focus on ensuring robust banking sectors that can continue to support SMEs and MSMEs post-shock so they stay in business and people can keep their jobs. A new focus area of the facility includes identifying mutually reinforcing links between nature positive investments and disaster risk finance. \nThe event will be a moderated panel discussion\, which will include country representatives\, development partner representatives\, private sector\, and academic organizations. \nExpected outcomes include more awareness about the importance of disaster risk finance especially in the context of the evolving global landscape with new emerging initiatives such as the Fund for Responding to Loss and Damage. Offer challenges and lessons learned from implementing GSFF programs\, particularly highlighting the importance of country-led approaches\, the value of scaling existing initiatives\, and the importance of using grant finance to influence larger development resources channeled towards reducing and addressing the financial impacts from disasters.

It highlights how climate events\, such as droughts\, floods\, and displacement\, increase exposure to gender-based violence (GBV) through heightened risks of migration\, conflict\, transactional sex\, and domestic strain\, while simultaneously disrupting access to essential protection and response services. \nThese human rights harms constitute significant non-economic losses with long-term economic spillovers. Despite growing evidence\, GBV still remains largely absent from climate policy\, finance\, adaptation as well as loss and damage frameworks. \nObjectives of the event include introducing the GBV–climate nexus; sharing field and research evidence from UNFPA and partners; exploring investment pathways and safeguards; and catalysing commitments to integrate GBV prevention and response across climate programmes within and beyond UNFPA. Expected outcomes include pilot commitments (e.g.\, seed funding\, RFPs for nexus projects)\, joint UN–donor initiatives\, and a post-event funding opportunity mapping. Media outputs will amplify key messages. Innovative aspects include promoting gender-tagged climate finance relating to the GBV key area\, participatory design\, and research–practitioner feedback loops\, positioning Luxembourg as a global nexus leader at COP30.

Mr. Bonnel will then present insights from SIFI’s portfolio and discuss key findings from a joint study with the Columbia Center on Sustainable Investment\, offering evidence on how blended finance can mobilize capital toward impact. SUMMARY:Tracking Water Resilience: Measuring Progress in WASH and through Transboundary Lens under the Global Goal on Adaptation
DESCRIPTION:This side-event will explore progress in enhancing climate resilience of WASH and in transboundary basins. Building on the UAE–Belém Work Programme on Indicators\, the event will showcase how robust water-related indicators can strengthen measuring progress under the global goal on adaptation highlighting the benefits of climate-informed transboundary management and cooperation in adaptation in this respect. \nThe session will feature policy perspectives\, technical insights\, and country experiences from Africa (e.g. Senegal)\, Europe and Latin America\, showcasing how climate-informed transboundary water management and resilient water supply and sanitation can inform reporting on GGA (including through SDG indicator 6.5.2 measuring transboundary water cooperation). The event will also present good practices and lessons learnt in adaptation in transboundary basins as well as the on-coming Knowledge product on climate change adaptation in transboundary basins. \nThe format will combine short expert interventions with an interactive discussion engaging country representatives\, youth\, women and development partners. \nThis event aligns with Luxembourg’s strong engagement in climate and water diplomacy and is built on the recent UNECE project Strengthening climate resilience in the water and sanitation sector and in transboundary basins through capacity-building and policy action funded by Luxembourg.

DESCRIPTION:It will start with testimonies about Friendship’s mangroves afforestation in Bangladesh to put the people living on the frontline of the climate crisis at the centre of the discussions. Friendship’s nomination as finalist for the Earthshot Prize highlights the relevance and efficiency of the Luxembourg international climate finance and its enabling role to pilot-test the project and its leverage effect for expansion. \nBased on this example of Friendship’s South-North community-based model\, the side-event will: \n\nreview the needs existing in Bangladesh\, one of the most vulnerable countries\, for flexible partnerships and long-term resources for climate adaptation;\nfoster dialogue on adaptation and nature finance channelled to local actors\, with different perspectives from Luxembourg\, France\, Bangladesh and Conservation International;\naddress Bangladesh’s new NDC 3.0 in which the country intends to become a “seller of high integrity qualitative carbon credits”\, hence implementing Article 6 of the Paris Agreement on carbon markets;\ntrigger interest in mobilising additional resources to increase North-South solidarity and leverage further contributions from major institutional funders (GEF\, GCF\, Adaptation Fund\, trust funds).\n\nIt’s a connecting event to learn from Luxembourg’s successful support to Friendship on cross-cutting themes such as naturebased solutions\, community-based adaptation\, blue carbon\, biodiversity restoration.

DESCRIPTION:This session (panel format) examines how blended finance\, using public and philanthropic funding to mobilize private capital\, can be a way to ensure sustainable financing for inclusive green finance (IGF) initiatives. The event aims to showcase how financial regulators and central banks in developing economies can create conditions for scalable and inclusive climate finance by focusing on practical models and regulatory enablers. It will also highlight how financing mechanisms can be aligned with IGF frameworks to strengthen resilience and adaptation among vulnerable populations and MSMEs. \nA special focus of the session is on the challenges to secure climate benefits through blended finance projects\, with examples including climate mitigation initiatives such as wind and solar park projects on a large and individual scale or water-based energy supply\, but also the adoption of climate adaptation practices\, especially in rural areas of developing countries which are particularly affected by climate change. \nThe speakers will shed light on the topic from three different perspectives represented by 3 Luxembourg-based actors and 2 international ones. One set of speakers provides the perspectives of local stakeholders benefiting from blended finance projects (local financial institutions and populations)\, one arranges blended finance schemes\, and one analyses blended finance projects globally from an academic view.

DESCRIPTION:Cabo Verde is setting a strong example in the global fight against climate change. As a small island developing state (SIDS) with limited resources and contributing only 0.002% to global emissions\, the country has nonetheless committed to ambitious climate goals through its Nationally Determined Contribution (NDC). \nAchieving these goals—both mitigation and adaptation—requires strong coordination and planning. To support this\, Cabo Verde is implementing a National Adaptation Plan built around ten strategic actions across three pillars: (1) institutional framework\, (2) knowledge\, technology and financing\, and (3) resilience of the most vulnerable. \nThis event will showcase concrete examples from entities implementing these pillars: \nPillar 1: Establishing institutional arrangements and mainstreaming climate action into planning and budgeting. \nPillar 2: Rolling out a climate education and research plan. \nPillar 3: Developing planning tools and adaptation solutions in pilot municipalities. \nThese efforts are integrated with gender planning instruments\, initiated through a study on gender and climate change. \nThe event aims to demonstrate how adaptation planning can strengthen climate resilience\, especially for vulnerable communities. \nIt is part of the Climate Action Programme and complements “Counting What Matters: Cabo Verde’s Climate Budgeting for Resilient SIDS Futures\,” supported by the Luxembourgish Cooperation.

SUMMARY:Counting What Matters: Cabo Verde’s Climate Budgeting for Resilient SIDS Futures
DESCRIPTION:Cabo Verde is leading by example in the global effort to combat climate change\, despite being a SIDS with limited resources. While contributing only 0.002% to global greenhouse gas emissions\, it has committed to ambitious climate goals as part of its NDC. \nHowever\, achieving these goals depends heavily on the availability of national and international climate finance. \nRecognizing this\, Cabo Verde has developed a Climate Budgeting Tagging System – CBT\, to be aware of budget used to boost resilience or reduce greenhouse gas emissions. \nThe application of such exercise to the State Budget of 2026 in costs associated with the sectors ran by the Ministries of Energy\, Agriculture and Environment\, Health\, Education\, internal Administration and Transport accounted to 10% of the total expenses\, on mitigation (52% of such value)\, adaptation (35%) and both (13%). \nThe next phase of the CBT exercise which is about to start will include expanding the exercise to all public sectors of activity and also to the income side\, along with looking at the municipal budgets. \nThe objective of the event will therefore demonstrate how Cabo Verde is using an holistic approach coupled to a set of integrated transparency tools to boost climate action at all levels.
