DESCRIPTION:This panel aligns focuses on the role of central banks and financial regulators to advance climate finance\, climate justice\, inclusive finance\, and the urgent need to scale adaptation for vulnerable communities. By addressing how climate risk disclosure regulation can be made more inclusive\, proportionate and avoid unintended consequences\, the panel contributes to building a just transition that empowers those most exposed to climate shocks. It supports COP30’s goal of unlocking climate finance for adaptation and resilience by showing how climate regulation can crowd in both public and private capital toward underserved regions and populations. \nInclusive green finance is being championed by developing and emerging economies\, with leadership from central banks and regulators across developing and emerging economies. This growing policy field has also benefited from strong and visionary support from European partners\, as well as Luxembourg\, France\, Germany and Sweden. Global thought leaders\, including the ClimateWorks Foundation.

Guillaume Bonnel\, CEO of SIFI\, will open the session by outlining SIFI’s mission to leverage catalytic capital to drive innovation in impact investing. He will highlight SIFI’s platform approach\, connecting governments\, philanthropies\, and private sector actors to generate impact at scale. Mr. Bonnel will then present insights from SIFI’s portfolio and discuss key findings from a joint study with the Columbia Center on Sustainable Investment\, offering evidence on how blended finance can mobilize capital toward impact. SUMMARY:Tracking Water Resilience: Measuring Progress in WASH and through Transboundary Lens under the Global Goal on Adaptation
DESCRIPTION:This side-event will explore progress in enhancing climate resilience of WASH and in transboundary basins. Building on the UAE–Belém Work Programme on Indicators\, the event will showcase how robust water-related indicators can strengthen measuring progress under the global goal on adaptation highlighting the benefits of climate-informed transboundary management and cooperation in adaptation in this respect. \nThe session will feature policy perspectives\, technical insights\, and country experiences from Africa (e.g. Senegal)\, Europe and Latin America\, showcasing how climate-informed transboundary water management and resilient water supply and sanitation can inform reporting on GGA (including through SDG indicator 6.5.2 measuring transboundary water cooperation). The event will also present good practices and lessons learnt in adaptation in transboundary basins as well as the on-coming Knowledge product on climate change adaptation in transboundary basins. \nThe format will combine short expert interventions with an interactive discussion engaging country representatives\, youth\, women and development partners. \nThis event aligns with Luxembourg’s strong engagement in climate and water diplomacy and is built on the recent UNECE project Strengthening climate resilience in the water and sanitation sector and in transboundary basins through capacity-building and policy action funded by Luxembourg.

SUMMARY:The impact of locally-led nature-based solutions\, now and in the future
DESCRIPTION:It will start with testimonies about Friendship’s mangroves afforestation in Bangladesh to put the people living on the frontline of the climate crisis at the centre of the discussions. Friendship’s nomination as finalist for the Earthshot Prize highlights the relevance and efficiency of the Luxembourg international climate finance and its enabling role to pilot-test the project and its leverage effect for expansion. \nBased on this example of Friendship’s South-North community-based model\, the side-event will: \n\nreview the needs existing in Bangladesh\, one of the most vulnerable countries\, for flexible partnerships and long-term resources for climate adaptation;\nfoster dialogue on adaptation and nature finance channelled to local actors\, with different perspectives from Luxembourg\, France\, Bangladesh and Conservation International;\naddress Bangladesh’s new NDC 3.0 in which the country intends to become a “seller of high integrity qualitative carbon credits”\, hence implementing Article 6 of the Paris Agreement on carbon markets;\ntrigger interest in mobilising additional resources to increase North-South solidarity and leverage further contributions from major institutional funders (GEF\, GCF\, Adaptation Fund\, trust funds).\n\nIt’s a connecting event to learn from Luxembourg’s successful support to Friendship on cross-cutting themes such as naturebased solutions\, community-based adaptation\, blue carbon\, biodiversity restoration.

DESCRIPTION:This session (panel format) examines how blended finance\, using public and philanthropic funding to mobilize private capital\, can be a way to ensure sustainable financing for inclusive green finance (IGF) initiatives. The event aims to showcase how financial regulators and central banks in developing economies can create conditions for scalable and inclusive climate finance by focusing on practical models and regulatory enablers. It will also highlight how financing mechanisms can be aligned with IGF frameworks to strengthen resilience and adaptation among vulnerable populations and MSMEs. \nA special focus of the session is on the challenges to secure climate benefits through blended finance projects\, with examples including climate mitigation initiatives such as wind and solar park projects on a large and individual scale or water-based energy supply\, but also the adoption of climate adaptation practices\, especially in rural areas of developing countries which are particularly affected by climate change. \nThe speakers will shed light on the topic from three different perspectives represented by 3 Luxembourg-based actors and 2 international ones. One set of speakers provides the perspectives of local stakeholders benefiting from blended finance projects (local financial institutions and populations)\, one arranges blended finance schemes\, and one analyses blended finance projects globally from an academic view.

SUMMARY:Cabo Verde’s Climate Compass: Navigating Adaptation Across Institutions\, Knowledge\, and Communities
DESCRIPTION:Cabo Verde is setting a strong example in the global fight against climate change. As a small island developing state (SIDS) with limited resources and contributing only 0.002% to global emissions\, the country has nonetheless committed to ambitious climate goals through its Nationally Determined Contribution (NDC). \nAchieving these goals—both mitigation and adaptation—requires strong coordination and planning. To support this\, Cabo Verde is implementing a National Adaptation Plan built around ten strategic actions across three pillars: (1) institutional framework\, (2) knowledge\, technology and financing\, and (3) resilience of the most vulnerable. \nThis event will showcase concrete examples from entities implementing these pillars: \nPillar 1: Establishing institutional arrangements and mainstreaming climate action into planning and budgeting. \nPillar 2: Rolling out a climate education and research plan. \nPillar 3: Developing planning tools and adaptation solutions in pilot municipalities. \nThese efforts are integrated with gender planning instruments\, initiated through a study on gender and climate change. \nThe event aims to demonstrate how adaptation planning can strengthen climate resilience\, especially for vulnerable communities. \nIt is part of the Climate Action Programme and complements “Counting What Matters: Cabo Verde’s Climate Budgeting for Resilient SIDS Futures\,” supported by the Luxembourgish Cooperation.

SUMMARY:Counting What Matters: Cabo Verde’s Climate Budgeting for Resilient SIDS Futures
DESCRIPTION:Cabo Verde is leading by example in the global effort to combat climate change\, despite being a SIDS with limited resources. While contributing only 0.002% to global greenhouse gas emissions\, it has committed to ambitious climate goals as part of its NDC. \nHowever\, achieving these goals depends heavily on the availability of national and international climate finance. \nRecognizing this\, Cabo Verde has developed a Climate Budgeting Tagging System – CBT\, to be aware of budget used to boost resilience or reduce greenhouse gas emissions. \nThe application of such exercise to the State Budget of 2026 in costs associated with the sectors ran by the Ministries of Energy\, Agriculture and Environment\, Health\, Education\, internal Administration and Transport accounted to 10% of the total expenses\, on mitigation (52% of such value)\, adaptation (35%) and both (13%). \nThe next phase of the CBT exercise which is about to start will include expanding the exercise to all public sectors of activity and also to the income side\, along with looking at the municipal budgets. \nThe objective of the event will therefore demonstrate how Cabo Verde is using an holistic approach coupled to a set of integrated transparency tools to boost climate action at all levels.
