Blended Finance for Inclusive Green Finance: Unlocking Capital for Climate Resilience

This session (panel format) examines how blended finance, using public and philanthropic funding to mobilize private capital, can be a way to ensure sustainable financing for inclusive green finance (IGF) initiatives. The event aims to showcase how financial regulators and central banks in developing economies can create conditions for scalable and inclusive climate finance by focusing on practical models and regulatory enablers. It will also highlight how financing mechanisms can be aligned with IGF frameworks to strengthen resilience and adaptation among vulnerable populations and MSMEs.

A special focus of the session is on the challenges to secure climate benefits through blended finance projects, with examples including climate mitigation initiatives such as wind and solar park projects on a large and individual scale or water-based energy supply, but also the adoption of climate adaptation practices, especially in rural areas of developing countries which are particularly affected by climate change.

The speakers will shed light on the topic from three different perspectives represented by 3 Luxembourg-based actors and 2 international ones. One set of speakers provides the perspectives of local stakeholders benefiting from blended finance projects (local financial institutions and populations), one arranges blended finance schemes, and one analyses blended finance projects globally from an academic view.
